iPhone has a built-in way to save a photo as PDF: Open the photo in Photos app. Tap Share. Scroll down and tap Print. Pinch outward on the print preview — this opens a PDF version. Tap Share and save to Files. This works for single photos without any additional tools.

HEIC vs JPG on iPhone
