Two Different Outlook PDF Problems
Distinguish between two separate issues. (1) The Reading Pane preview shows "This file cannot be previewed" — this is Outlook's preview handler failing, not the PDF itself. (2) Double-clicking the attachment to open it fails — this is Outlook's temp folder or default application issue. Both appear as "PDF won't open in Outlook" but need different fixes. Identify which applies: can you right-click → Save As and then open the saved file? If yes, it's an Outlook temp folder issue. If the saved file also fails, it's the PDF itself.
Fix 1 — Clear the Outlook Temp Folder
Outlook saves attachments to a temporary folder when you open them directly. This folder fills up and becomes corrupted over time, causing "cannot open" errors. Find it: press Win+R, type %LOCALAPPDATA%\Microsoft\Windows\INetCache\Content.Outlook and press Enter. Delete all files and subfolders inside. Try opening the attachment again. Fix 2 — Set PDF Default Application Correctly
Outlook opens attachments using the Windows default application for the file type. Fix: Settings → Apps → Default Apps → scroll down to ".pdf" under "Choose default apps by file type" → set to Adobe Acrobat Reader or Microsoft Edge. After setting the default, test by double-clicking any PDF in File Explorer first, then try the Outlook attachment again.
Fix 3 — Fix the Outlook Reading Pane Preview
For "This file cannot be previewed" in the Reading Pane: this uses Windows' Preview Handler infrastructure. Fix: open Registry Editor (regedit), navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\PreviewHandlers. Check if a PDF preview handler entry exists. If Adobe Reader is installed, reinstalling it (Control Panel → Programs → Adobe Acrobat Reader DC → Repair) re-registers the preview handler. If using Edge as PDF reader, go to Settings → System → Default browser → and reinstall Edge PDF support.
Fix 4 — Save Attachment First, Then Open
If quick fixes don't apply, the reliable workaround: right-click the PDF attachment → Save As → save to Desktop. Navigate to Desktop and double-click the file to open with your default PDF reader. This bypasses Outlook's temp folder mechanism entirely.
