How to Annotate a PDF Without Adobe Acrobat (Free Tools)
Highlight, comment, and mark up PDFs without Adobe Acrobat Pro — free browser and built-in tools for Mac, Windows, iPhone, and Android.
Adobe Acrobat Pro has the richest PDF annotation feature set — but most people only need basic highlighting and commenting, which is available for free in built-in tools and FixMyPDF. No subscription required for the most common annotation tasks.
Free Annotation Options by Platform
Mac: Preview has a full annotation toolbar — highlight, sticky note, shapes, draw, signature. No Acrobat needed. Windows: Edge PDF viewer supports highlight, draw, and sticky notes — built into Windows 11. iPhone/iPad: iOS Markup covers draw, text, and highlight. Android: Adobe Acrobat Reader free app includes highlight and comments.
Browser-Based Annotation with FixMyPDF
For comment-box annotations compatible with Acrobat's review workflow on any device, go to fixmypdf.in/tools/add-comments. Upload your PDF, click to place comment boxes, type notes, download the annotated file. No Acrobat, no account.
Highlighting Text — Free Methods
Mac: select text in Preview → right-click → Highlight. Windows: open PDF in Edge → select text → Highlight button appears. iPhone: long-press text in Files PDF viewer → Highlight. Android: open PDF in Chrome or Acrobat Reader free → long-press text → Highlight.
Sticky Note Comments — Free Methods
Mac: Preview Markup toolbar → Add Note. Windows: Edge → click sticky note icon in toolbar → click on page. iPhone: iOS Markup → "+" → Note. All these add PDF-standard annotation notes that are visible in other readers including Acrobat.
When Acrobat's Annotation Is Worth It
Acrobat Pro adds: custom annotation stamps (Approved, Received, etc.), advanced comment tracking (who commented, when, resolved/unresolved), compare documents with annotation diff, and full import/export of comment data (.FDF files). For collaborative enterprise review workflows, Acrobat's premium features are valuable.
Making Annotations Permanent Without Acrobat
After annotating with any free tool, use our flatten tool to make the annotations permanent — merging them into the page content layer so they print correctly and can't be removed by other readers.
Complete Free Workflow
Annotate in Mac Preview / Windows Edge / iOS Markup → flatten with FixMyPDF → compress if needed → share. This entire workflow costs $0 and requires no Acrobat at any step.
