How to Convert JPG to PDF on Android (No App Download)

Open Chrome and Load the Tool

Navigate to your gallery or photo folder in the Android file picker. On Android 13+, you can select multiple images at once. Tap each photo you want in the PDF. They're added to the tool in the order selected.

Reorder by Dragging

After selecting, your images appear as a list with thumbnails. Press and hold a row, then drag to reorder. This controls the page order in the final PDF — make sure page 1 of your document is first in the list.

Tap Convert and Download

Tap "Convert to PDF" and the PDF downloads to your Downloads folder. Open the Files or Downloads app, tap the PDF to open it, then tap Share to send via Gmail, WhatsApp, or save to Google Drive.
