Open Safari and Go to the Unlock Tool

Two Types of PDF Passwords
A User password prevents opening the file — you must enter it even to view the PDF. An Owner password lets you open and read the PDF but blocks printing, copying, or editing. Enter the Password If Required
If your PDF needs a password just to open it, Safari will prompt you to enter it. Type the password and the PDF loads into the tool. If the PDF opens normally (no prompt) but you can't print or copy text, it only has Owner restrictions — no password entry needed.
