Safari Print to PDF on iPhone
Open the page in Safari. Tap the Share icon (box with arrow). Scroll down in the share sheet to find "Print". Tap Print. On the print preview, pinch outward on the preview image — this opens the PDF. Tap Share and save to Files or share to any app.
For Local HTML Files
If you have a local HTML file (in Files app), open it in Safari first, then use the Print to PDF method above. Alternatively, use FixMyPDF's HTML tool in Safari.
