How to Rotate a PDF Permanently (Free, Saves the Rotation)

Why PDF Rotations Sometimes Do Not Stick

PDF viewers like Adobe Reader and macOS Preview can display a page rotated without modifying the underlying file. The "view rotation" is stored in the viewer preferences, not the PDF. When you send the file, the recipient's viewer shows the original (unrotated) orientation. To permanently change the page orientation in the file itself, you need a tool that rewrites the page transform.
