Reorder by Tapping and Dragging

Tap "Merge PDFs" and wait a moment (the time depends on total PDF size). When done, tap "Download". Safari will save the merged file to your Downloads folder, accessible via Files → Browse → Downloads. From there, share via AirDrop, Mail, or any other app.
