Open the Rotate Tool in Chrome
On your Chromebook, go to fixmypdf.in/tools/rotate-pdf. Click "Select PDF" and choose from Downloads or Google Drive.

Chrome OS's built-in PDF viewer remembers your rotation preference per document — but only on your Chromebook.
